MULTIPLE POSITIONS IN NEW PROJECT
AED is a nonprofit organization working globally on education, health, civil society and economic development projects. AED implements more than 250 programs in over 150 countries. We are seeking individuals with commitment and creativity to fill four (4) positions for an anticipated project supporting civil society organizations in collaboration with the Royal Thai Government.
1) DEPUTY CHIEF OF PARTY BASED IN BANGKOK
Principal duties include:
Work with the Chief of Party to provide overall programmatic and technical support and guidance for program activities;
Liaise with Thai government officials;
Foster relationships between civil society, Thai organizations, donors, and other stakeholders
Supervise various staff, including consultants;
Manage, develop, and execute technical plans and procedures;
Oversee financial systems and reports;
Qualifications:
Demonstrated management and technical skills working with large, complex programs;
Minimum 5 years experience in a developing country;
Knowledge of Thai bureaucratic structures and policy formation;
Experience managing peace building programs;
Excellent verbal and written communication skills;
Strong interpersonal skills;
Familiarity with grants under contract systems;
Graduate degree in relevant field;
Thai language proficiency required.
2) PERFORMANCE BASED MANAGEMENT SYSTEM MANAGER BASED IN BANGKOK
Principal duties include:
Manage all aspects of the programs web-based performance management database with a Geographic Information System (GIS) functions, including: ensure data accuracy, consistency, and completeness; train program staff in using the system; and perform GIS mapping and analysis on demand.
Through the database, track grant cycles from idea to completion; monitor program impact and progress on performance indicators; generate performance reports covering the grants, procurement, and financial management areas; and produce GIS maps and charts that show grants, program impact, and other relevant information.
Qualifications:
At least 5 years of direct experience in managing and maintaining a performance based management database and/or grants management database, including a web-based database system
At least 3 years of direct work experience in the Geographic Information System (GIS) field, particularly the performance of spatial data management and spatial data analysis
Demonstrated experience in producing performance monitoring reports with GIS maps showing data (sample work must be submitted with your application for this position)
At least a University degree/ Diploma in Computer Sciences and/or GIS required (an advanced university degree/diploma in those areas is strongly preferred).
Past experience delivering database training and technical assistance to users
Past experience managing and reporting on grants for a large donor-funded program
Past experience customizing and/or developing GIS tools and web applications using ArcGIS Server or ArcGIS Engine or ArcIMS is strongly preferred
Excellent verbal and written communication skills
Strong interpersonal skills
3) GRANTS MANAGER BASED IN BANGKOK
4) GRANTS MANAGER BASED IN HAT YAI
Principal duties include:
Implement project grants systems;
Supervise finance and grants staff;
Assist in the development of proposals for grants, and providing oversight for implementation;
Review grant applications and assisting in selection of grantees;
Track and monitor progress of grantees in meeting obligations of grant;
Implement anti-fraud procedures.
Qualifications:
Minimum 5 years experience with USAID grants;
Experience implementing grants under contract including in-kind grants;
Experience managing and reporting on large donor-funded programs;
Thai language proficiency required;
Yawi/Malay language proficiency required for position based in Hat Yai.
